enlight hot swap issues

specs: epox 9npa ultra, skt 939 amd 4000+
in enlight rackmount case with hot swap topower 300watt modules.

computer is pluged in and running and i shut it down, before i boot back up i must unplug the power cord from the supply to make it boot. otherwise it seems that it only supplies the 5v for the motherboard because the led indacators on the mb light up, but nothing else happens. its getting kind of annoying, im wondering if its something to do with the server powersupply ? thanks for any help.

This a just a hunch.
When a desktop PSU is suffering from capacitors that have vented and are drying out, it may take several on-offs of the power switch to cause the caps to warm up enough to become a closed circuit once again. (dried out caps often act like a circuit breaker offering an open circuit)
Your server PSU prolly has no power switch because most do not. So unplugging it does the same thing.
Forcing a PSU to operate in this condition can cause great harm if any of the caps fail in a shorted condition. HDDs are the first to die from 5V spikes at BOOT...generally. It is to our benifit that caps normally fail in an open state.
Open the PSU for inspection if it is out of warranty. Pics of failed caps http://www.badcaps.net/ If failed caps are found inspect the mainboard and all cards for cap failure...t'is called cascading effect.

i opened it up and did not see any signs of bad caps or other components.any thing else you could think of that it could be?

each module does have a power switch, and cycling that does not help at all. I think it may be something with the control part that is outside of the hot swap modules.
