EP45-UD3R won't boot after BIOS changes

Hey, I'm having a big problem with my computer. I think it's the motherboard specifically, here's my system specs:

E5200 at stock, was at 3.33 ghz
Gigabyte EP45-UD3R F11 BIOS
OCZ Reaper pc-8500 4 gigs
HD 4890
Antec Truepower New 650 watt PSU

Recently I had to change from my 8800GT and Thermaltake PSU, the 8800GT was dying and I replaced the PSU because the motherboard was throwing beep codes that something power wise was wrong. But when I try to run my memory at full speed, with 2.2V, and an MCH voltage of over 1.26 I still get the power beep codes. Anyone have any suggestions?

I had a problem with F11 too, basically the tech asked me why I wanted to update to F11 from F9 which really pisses me off.

really? i kinda like the F11. It lets me bring my VTT way down for the same Ghz. I was at 1.38VTT before, and 1.3now for 4ghz at either 9x450 or 8.5x475. oOther voltages seem about the same.

But if you suspect it's the F11 BIOS, def try another lower one. F8 or F9

I've already replaced the platform with the Asrock 1366lga platty... - i think there was a conflict with the SCSI card.. but none-the-less its not a concern right now

I've already tried F9 BIOS and it came with F8 BIOS, which both gave me the same problems :Q I'm just gonna leave it at stock until I can run memtest and check the RAM.

It was the motherboard, it won't run the FSB. I just tested it with a E6300, switched all the RAM and it wouldn't boot into windows.
