I do understand that a 3 week old character with the perfect training set can do some damage. But that's in the hands of a player that knows the game fairly well or better. A person who has played EVE for 3 weeks will simply not have the know-how nor most likely the proper skill set up to be this supposed "terror" without some seriously heavy coaching from a veteran. I'm definitely not in the noobs can't pick up EVE and go camp.. but if you make it sound like you can start from square 1 and be owning in 3 weeks you're going to discourage a lot of people when they find out that isn't often the case. Can it happen under absolutely ideal situations? Sure. Will it happen for most new players? Absolutely not.
I got your drift. I'm certainly not trying to discourage new players, quite the opposite in fact.
Did you read the guide I posted a link to?
It's simply my contention that if a brand new player reads that guide, follows the instructions in it, and actually goes out and DOES what the quide suggests, that new player will be terrorizing people in as little as 3 weeks, and having fun doing it.
The first week or so will be a crash course in what not to do, but pain is the best teacher.
After the noob gets a feel for what his punisher/rifter/incursus/merlin can do, that noob will be bouncing cruisers left and right. Some coaching from a vet:

The guy who wrote it recommends the tristan for gallente pilots who want to solo pirate. I STAUNCHLY disagree. With my skills I can barely get the tristan past 60 DPS with faction ammo and T2 mods, whereas I can get the incursus past 120 DPS with 2k ehp and a small rep.

That little ship can go nearly 1km/sec, get under people's guns, and then pound most cruisers into the dirt. I call it my mini ishkur. My biggest kill with it to date was an orca, but I've managed to kill a BC or 5 with it when they weren't packing energy destabilizers. Those kills take a long time though, so make sure to pack plenty of ammo on long trips.
