Use it on skills you want that aren't quick trains with your current attributes. That will give you the most bang for your buck so to speak.
Also, imo I rather train all skills 1-2 days and under and just use it to take a chunk off a bigger one instead to make it go by quicker.
Not sure which I'll be using it on, probably Siege Warfare Specialist V, that is like a 28 day long train iirc.
Right now my attributes are pretty balanced.
As far as using it on many shorter skills rather than one longer one, I still think many shorter is more effective. Many shorter ones will result in a larger number of bonuses for your toon, as opposed to getting an extra 5% to something a little quicker. It of course depends on what you have left to train, but generally many smaller should result in a larger and faster boost to your character. Then again, I'm loath to drop those 100k sp on fast skills I can train pretty quickly.
Exactly, because you can train those smaller ones so quickly it isn't as worthwhile imo. But being able to take nearly 2 days off a 3-4+ day skill makes it feel a lot better just for overall feeling of training.
Long skill trains are just a drag. Being able to shorten them up is a nice boost, I regularly throw in small quick skills in front of a big one I am training just because I need that feeling of accomplishment as silly as it sounds. Even though it makes the longer skill longer to finish lol.
When I would get to fill my queue up with those short skills and get like a dozen of them in the queue, omg it felt like christmas the entire day, I miss that haha.

I would love if they increased optimal and tracking by 10% on blasters. It would be enough to make them far more effective at close range, yet not enough to really throw off the balance of the game.
Even if it were just tracking that were increased, I would appreciate it.

I'm a purist, but the intelligent people out there have long since retrained Amarr. Hell, my alt started on energy weapon specializations and amarr BS V right around the time of the announced speed nerf and was grinding up standings in a Paladin with t2 tachs shortly after. It's something like a month for the different race's weapon system and another month for BS V. Much shorter than waiting for CCP to ever fix blasters intentionally. I mean, look at rockets -- even ships designed to buff rockets are better off fitting a different race's guns.
I don't think I'm going to stick with it.
Having known this, I fitted an incursus like a tackler and headed 12 jumps off to 0.0 just to say I've seen it. Ran into a malediction. It was a slow fight until after the first 30 seconds or so when his 4 or 5 friends appeared out of nowhere (warped in? cloaked?) and essentially one-shotted me. Oh, then podded me. Total overkill.
I don't think I'm going to stick with it.

I wasn't even aware until the very end that there was more than one. But I kind of figured from the pounding I took. That heavy missile hurt.
Ugh maybe I'll keep chugging along. I haven't even bothered to have skills training for the last week I think I'm still under a million SP.

Lasers have crap tracking. They have great range. It is easy to get under the range of a laser ship, but you shouldn't be able to get under the range of a blaster ship since that is the close range weapon. The current tracking on the blasters still allows for ships to get close and orbit out of your effective tracking. I would like that to be less likely. The range isn't really a big issue.
Dual pulses do NOT have crap tracking. They got a buff to tracking right around the time of the speed nerf. You don't need to quad web and 5x web drone anything cruiser sized trying to orbit you at 1km. Just click on follow with your MWD on and WHAM they melt instantly.
While the same approach works with blasters most people just try to stay 7.5-18km away instead of trying to dock with you. So range matters very often. And for the in-your-face smallfry just pack a neut or SB and warrior IIs as always.
Yes, I can hit out to 11km with Null L, but that does put a dent into the DPS. A severe dent. At that point I'm better off in any other race's gank BS that doesn't run out of cap before the target dies. Well, maybe not the Tempest, but other than that...
