Even more monitor troubles

Here is a few I have. I have a 21 in. Dell (sony) monitor, as well as an HP17 and a CompUSA cheap brand 15. They all have the same problem. At low refresh rates there is a slight wave in them barely noticable and at high refresh rates the image shakes noticably. I tried different video cards as well as moving the monitor into a different room. I tried a line conditioner for the power and even had both it and the computer running off a UPS and nothing changed. When I had the Dell at work, it was flawless. I'm thinking there is some strange EMF stuff going on in my apartment, anyway to trace this down? I even tried turning off all the breakers. Bought a new machine recently and have the same problems.

Second Question.
The HP 17in (M70?? or something like that), just keeps clicking when you press the power button. Any parts inside I should look for that might need to be replaced?

Sounds a lot like an EMI problem especially after what you described as to trying to solve your problem. I think just about the only thing you could do is either move (not always a bad idea!) or call the FCC and report a problem. Someone or something in your area may be in violation. I guess it's worth a shot, but you might end up with angry neighbors?

Stay away from taking apart any kind of monitor unless you feel really lucky with your life right now. A monitor isn't something you even want to attempt to repair unless you know an awful lot about them. It's very easy to electrocute yourself tinkering around inside one. Take it to a professional or replace it.

I'm not sure if the FCC would help him. I think most consumer electronics have this clause that says: "This device must accept any interference...".
