It's not harassment if they don't complain, right? The head honcho is the harasser - do you think HR would do anything? She'd likely face retaliation since the harasser was the boss.
So? People keep quiet or say 'positive' things for all sorts of reasons. That doesn't negate the existence of sexual harassment.

Yes I do. As they obviously have.
He also has a boss. And I do think that HR could and would do something if properly documented. You can't just go on a well she said it so it must be true.
The people that remain quiet and say positive things are only enabling the behaviour.
