Thinking there had to be a catch somewhere. I signed up and went to set the "Cost Limit" to $1. Granted, they have no credit card information BUT I saw this on the "cost limit" screen:

If I read this correctly, they will NOT stop your hosting at the limit of $1 but continue to charge you as your bandwidth continues.
Admittedly, 5gig is a great limit BUT it doesn't look like there is a catch (other then an e-mail informing you) to keep them from running up charges against your account. I would rather they just kill access to the page until the next month.

It seems to indicate, that if you don't have a CC on file with them, they will simply "freeze" your account, once you hit the transfer limit. I assume, therefore, that the "cost limit" setting for the account, only works if they do have your CC number, otherwise it is ignored for the free accounts.
This other FAQ entry mentions that they plan to require CC info after three years have passed, in order to bill you, and also has a list of accepted CCs. This would seem to imply that they don't plan on billing you via phone number, and only require that for validation of unique new free-offer signups.
PS. Offer appears to still be valid (just signed up), and in fact they now claim that it is going to expire on Jan 14th, 2004, not Dec. 31, 2003.
Edit: Ugggh. I think I've found the answer to the question of domain-name transfers AWAY from 1and1 ...
not a good sign! Seems to indicate... that they flat-out refuse to point 1and1-registered domain-names to some other companies' servers/IPs.
And if the inevitable time comes, most likely in three years' time...
