The second explosion pretty much makes it certain it was a terrorist attack. The likelihood was strong in the first place, but it takes away any doubt after a second explosion in an area where people are.
Many would relate this to Darem Abdelsalam's capture .. However there is a slight sidenote

Given that there were known ISIS cells active in Brussels and that the authorities were putting a lot of pressure on them and that those cells had already caused havoc in the area, and that the PKK has had no involvement in violence in that area I'm going to still go with ISIS being responsible with Erdogan clumsily trying to shit in the pool and grab some sympathy for his cause.
