I used to feel that way about New York until last year. Most we used to get was the odd weak tropical storm. Freak mating of a Nor'easter and a hurricane/tropical storm changed my perspective a bit, though it was nowhere near what other places get, despite the amount of damage it caused (frankly, no one was really prepared).
Weather and natural disasters are unpredictable. Especially the no or little warning ones like earthquakes or tornadoes. In places like India, though, there's often nothing a majority of the population in poorer areas can do even with advance notice. Think of Katrina hitting the Ninth Ward of New Orleans but much worse in scope.
