Things happen pretty fast even at Cessna speeds.
If the F-16 was on an Military Training Route (MTR) as rudder suggested, it would probably not be observing the '250 Knots below 10,000 AGL' rule that helps with collision avoidance.
A Cessna is almost the size of a F-16 and a F-16's forward looking radar should be able to pic the Cessna out without trouble. The common sense issue applies here. Why would an F-16 pilot not see an aircraft on his radar and avoid? I don't think this would be a clutter issue.Typical speeds are 350 KT or a bit more. 1 mile every 9 seconds. At a mile against clutter, a cessna does not look like much. Look away, turn some knobs, look over here and 9 seconds later you are on it.

That low down, everything is a clutter issue. Flocks of birds, semi truck on the freeway, you name it. It is far too easy to miss something down low against a busy background.MSL!
