You (and many others) don't seem to understand. He doesn't need the song's owner to give permission. Fair use laws. Read them.
Technically it's not. He can legally parody her under fair use rules, but he has a personal policy to not release parodies on albums without the original artist's permission.
Why does she have a problem with him releasing a harmless, unoffensive parody for charity?

What happened with his version of Coolio's Gangsta Paradise? I thought Coolio was pretty upset over the version that Weird Al did. If he provides advance copies of the lyrics to the artists and waits for their blessing, what happened here?

It's actually NOT her choice. He could have released it if he chose to in a legal sense these days. In that "debacle" with Coolio, the guy just said he didn't like the song and he doesn't remember giving permission to his label who Al asked. In those days the legality of parodies was still a gray area, but now they're fine. Al still asks for permission though.
Despite how bad the song might be, it's still a douche move by Gaga. She basically put her already fucked up image above charity. Fuck her and her stuck up snatch.
