It's a legitimate question, but I think the audience of people who play
Fallout but not
The Witcher is large enough to where they'll be fine anyway. For example, I never touched the franchise because I never even heard of it until the third game was about to come out, and I had no background on the story.
I think they realize that fact as well, and that people are irritated by the visual quality of the game (legitimately or not). I can't imagine they make it to the next game without a new engine. Of course, I've been thinking that about
Call of Duty for about 5 years now, yet we still get mediocre graphics, horrendous hit detection (freaking Aim Assist) and generally underwhelming experiences that started on a modded Source engine. IDK if they ever truly gutted the core of their engine, or if it's just an unrecognizably modified Source by now.
