Loved both but Fallout 3 had something more to it.

I try to go back to FO3 but it seems the more powerful my PC gets the more it microstutters. Locked 60 fps but just won't feel smooth.

Looks good. Reminds me a bit too much of Fall Out 3. I hope it isn't more of the same and they have some new features in there.

It's all there to provide a sense of location. The game does that extremely well. It's by far the most convincing open world environment ever realized in a game. That you can't go into most of the buildings is a design choice, has nothing to do with the engine itself or the technology powering it. The entire map is covered in things to do, just because you don't like them doesn't mean they aren't there.
Looks good. Hopefully we dont see the witcher 3 style switcharoo.
The "main" story can be lacking, but all the side quests and areas you explore should be considered part of the "story". At least I consider it that way. In a sense, you're writing your OWN story in choosing where you go and in what order you do things, etc. It's what makes it a good game.

TBH the strength of the Fallout games was never great graphics, character development, or a compelling main storyline. It was the humor (for me). Just a series of well-written, funny, quests. It was fun to explore just to see what bizarre and hilarious take on post-apocalyptic life they came up with.
