I mean, you do realize that's every sandbox RPG ever, right? Oblivion, Skyrim, Morrowind, both 1st person Fallouts... it's not lazy writing at all. It's something far harder to correct, which is that quest scripting still can only be so complex before you've used up too much of the 12ms per frame that you have available for doing shit.
Since no other rpg with dialog options ever did that that i can remember i do not give them a free pass because Bethesda does it and apparently has been doing it for a long time. Sorry
When a character tells you why you are asked to do something, then you are in the process of doing that quest and they go out of their way to repeat the stuff you already heard that is supposed to convince you to help it begins to hurt the story of that character for me. I already agreed to help or whatever, I don't need the explanation repeated. Other things could have been written in to that option or just leave it out entirely and it would have been better for me.
