I'm trying to figure if the problems I'm facing are due to my motherboard or video card - What are some signs that indicate a faulty motherboard?

One sign would be it has the find the part with the FRY's open box sticker on it.
The other could be searching for an RMA sticker

Seriously though post the problems your having , it would help us and therfore maybe help you too

Maybe a hardware conflict or ram problem? If youre overclocked go to std settings and see what happens.

Did this all start with what looked like you were loosing the video properties?
If when rebooting is the bios information differing from boot to boot, does the
information in bios look scrambled or cryptic in like the wrong fonts. If so it's
your motherboard.

I'm gonna put forward a PSU problem ... have you tried a different PSU to see if that would make a difference? Usually if you're having problems all over the place it's either your motherboard or your PSU ... I highly doubt that it's your video card if you're having problems with Windows, for example. I'd rule out RAM as you say you're having issues in the BIOS/startup screens ... a simple reflash of the BIOS might be able to fix/alleviate some of the problems (slightly corrupted BIOS, for example). If that doesn't work, then I'd say yes it's either your PSU or your motherboard.

The information does NOT differ from boot to boot. It's just that sometimes the bios screens appear normal. Is it still the motherboard? What other things signify a faulty motherboard?

How do you do this?

1. I'm still having "bios" screen problems - scrambled and not legible

If the bios is messed up most likely everything after will be too.
Flashing is done to correct for newer hardware (aka 48bit drives
newer processors & operating systems like NTFS)
not a necessity unless the board manufacturer knows of a
compatibility problem with the current bios.

That's why my mobo is doing right now. I used 3 different PS so far and updated to different bios versions with no avail. Some times the bios looks normal, but other it doesn't and my display looks bad (blue colors epecially are patched all over). I thought that it was my video card, but like you say it could very well be my mobo.
