I think it was an inevitability that the judicial system would become too powerful for its own good, and its power would trump the legislative and executive branch because they hold the keys to the jail.
I think that the executive and legislative branches can probably bilaterally suspend all justice branch investigations until the justice branch itself is investigated. Russia must be stopped by any means necessary.

That's not really how classified information works in a lot of cases. There are lots of things that are generated by the government that are very clearly marked. There are also other situations where that would be impossible.
Valerie Plame, for example. Her identity was still classified even when it was in the newspapers. If a reporter notices US troops somewhere and reports on it that's very likely classified too despite it being in the news. Because of things like this you have almost certainly transmitted classified information yourself during your life, but you certainly shouldn't be prosecuted for it.
In short, some types of classified information can be absolutely controlled. Most of it, especially world events info, can't be.
Comey refused to even tell Congress if he is investigating the Trump-Manafort-Putin connection. But he is keeping them posted on everything even tangentially related to Clinton.
He is openly playing politics and not being impartial and has to resign. There really is no way around it.
