If that doctor were allowed to operate on humans, he probably would. My guess is that he can't pass muster and so he applies himself this way.

Actually, the standards for admissions to vet. school are higher than those for admissions to standard medical school.

While our beasts have value and at times medical work on them is functional; spending ridiculous resources on an easily replaced meat-pop-cycle instead a human with human-level potential for societal good; well that's a waste.

But it's the kind of waste our monetary system calls for.
