I believe this is similar to the "amber alert" warnings many areas use to push to cell phones. It's pretty damn effective at getting people's attention and getting an emergency message out when every cell phone in the room starts blaring an alarm regardless of your sound settings.

I've got amber alerts turned off on my phone. Too many times I've been woken up at 3am with my phone blaring. I assume for the test of the unable to disable presidential alert, it probably will be at a more reasonable hour.
