I do not think they need "great" voice actors, and especially do not need to waste money on celebrity actors (which they will do anyway). They just need to hire experienced directors who are gamers themselves and understand how players react to the talking heads within the game.
Of course, that being said, Ron Perlman is now a fallout trailer icon. Although they only have to pay him for a short 30 second or less monologue, and not for days or weeks of studio time. The cheaper labor would be supplying the NPC voices and their studio time would be at a fraction of the labor cost of a Patrick Stewart, for example.
To me, Fallout 3's voice acting was so bad, it detracted from the game. Mass Effect has VERY good voice acting. They probably won't improve much on the voice acting in New Vegas as they obviously don't need to cus it'll still sell a ton.
