Hold on a sec. I don't understand why you needed to post that comment. The two people I named are Admins, correct? We weren't talking about mods creating a new forum, but admins doing it.

There are no controls available to the Mods to add forums or post notices on the main AnandTech (non forum) pages or even at the top of the forum pages.
The Bat Cave has 0/nil/nada, controls for any administrative functions.
The only people who can even see, much less access these functions are the Admin(s). Whomever that may be.

That I did with approval from Anand. I have passed the Fitness/Weight Lifting forum suggestion along to him several times, but I have yet to receive a response.
