It should be noted the review is of the 9550 "XT" with much higher clocks than the card sold at Newegg. A better review comparison would be the Sapphire Radeon 9550 128MB DDR (250/400) 128-bit 8X AGP.I fixed the link and here's a site with a review of the card
Even cheaper...I'm surprised you didn't see the other 9550 cards on Newegg that were cheaper than the one you listed. Gigabyte has a 128bit one for $74, just to let everyone know.

Guys, the OP's card has clocks of 400/500 (3.3ns RAM), not 250/400 like a regular 9550. The Rosewill 9600 (325/400) may be a better buy if you are looking for something cheaper, though.
It is incorrect in the sense that most "LE" cards are underclocked versions of standard models. Jetway Taiwan has two different R9600 "LE" positions; a 64-bit and 128-bit, neither of which are underclocked. The 64-bit is also unusual as 64-bit crippling is typically designated "SE", not LE.So the LE designation is incorrect? How can you tell this?

According to newegg the card is clocked at 250/400.

This is why this is/was such a good deal. Almost every 9550/9600 will hit the core speed that an 9600 XT is clocked at, but the memory that ships on these cards sucks. This card ships with the same speed RAM as the 9600 XT which is why it performs like an 9600 XT (if you overclock it).
