4690k, any z97 mobo + video card. alot will say gtx970 I am sure. never had gtx 970 but I have GTX 750ti and its good enough for my 1080p monitor. I am not after ultra details

Because x79 and 4820k is last generation hardware.

x79 is old tech. If you were finding a great deal on it (or a used purchase) then it would be worth looking at. If you can hold out to Q2 you have broadwell CPUs showing up which would be a great option.

Couple things confuse me here, you said you have a sandy bridge PC already? FIFA 15-I cant see that being very graphically demanding, am I wrong here?
Whats wrong with your Sandy Bridge set up? I'd think you got more then enough power(CPU) to drive this game even if it is graphically demanding. And a 780TI DC2 is more then enough to display this. Can you list your full Sandy Bridge set up?

Anything above Z97 / quad core is complete overkill for single-gpu gaming. And getting last generating hardware isn't really worth it, even if it might save you some money.

I have, sandy bridge (i5 2500k, ASUS P8Z68 Deluxe, 8GB RAM, GTX 760)
and I plan, build Haswell. and I've bought a few components (i7 4790K processor, PSU, dominator platinum 2x4GB CMD8GX3M2B2133C9, the GTX 780 Ti, Samsung SSD 250 evo,)

the word "smart PC" appears on my mind, when I first played FIFA 12.
I play FIFA 12 with my PC spec:

I played so easy (online) or (offline with my friend). I am very easy to achieve victory. such as ball control, or scored, even I have always dominated the game (ball posision 75-25). Essentially, I can easily achieve victory.
then I sell my old PC. and build sandy bridge (with VGA 5870), and cider is where my problem arises. how hard I play FIFA 12 online or ofline. like I lost the ability to play FIFA 12. so bad my game.
and from there appeared "smart PC is not PC to get high FPS"

I do not understand, a lot of things I did, several times to reinstall the OS, replace the VGA (until I switched to NVIDIA).

I think he's trying to differentiate between cpu and GPU power, without really understanding the underpinnings of any of it. At least that's what I take away from it - hence the discussion of an X79 system.

So, OP: a new graphics card will never make you play worse, unless it's either less powerful than your previous one, or you're accustomed to (and good at) playing with a certain amount of stuttering and lag. The same goes for a processor.

Your sandy bridge setup should also be MORE THAN powerful enough for FIFA. I still game on my old Core 2 Quad Q9450+HD 6950, and your setup would beat that in every way.

Your gameplay problems might stem from many different sources, but hardware is the least likely, at least that kind of hardware. First of all: have you been using the same input devices across these builds? Are your input devices connected to USB 2.0 or 3.0 ports? If 3.0, then try switching - I'm not saying it's likely, but I've heard complaints of input lag on USB 3.0 before (whether the issue has been real or not is another thing entirely). Otherwise, I'd think you're having some sort of software or driver issues. Are all component drivers (including various motherboard drivers) installed? Have you tried monitoring cpu and GPU usage and temperatures while playing? Do you experience stuttering or other visible issues with the game? If not, if your only issue is "I play much worse than before," then it's most likely a combination of having to adjust to your new setup and the tweaked controls and mechanics of a new game. A new, more powerful, properly installed and configured computer is not going to make you a worse player.

you can't use i5-4690K with a X99 board, you need a z97.
