Skirts are comfortable, but can be a bit breezy in cooler weather. As to why women wear high heels, most are somewhat on the short side in height and also, it makes them stand up straighter (better posture). It also makes the breast line more pronounced. Downside is high heels can cause foot trouble.

Uh a "skirt" is just loose cloth wrapped around the body's lower section. They are easier to make, cheaper to make, and easier to wear. Back in the day, it wasn't common for the common folk (ie poorer people) to be able to afford pants or leggings because of the price required for the labor effort. There were no jean making factories back then. So at one point in almost every part of the world, men wore a skirt or dress like attire.

It depends where you live and what culture back in the days. The warmer it gets, less clothing. The colder it gets, more clothing. People living in a geographical area where it is cold or it can freeze or snow will definitely make use of trousers or something that resembles trousers. Long pieces of cloth that can be wrapped around the legs or so. Or really long socks.

As a person who has had the displeasure of wearing pants, I don't understand how this is even a question.

I am sure all of you been in states of with pants and without pants. It is abundantly clear, after shedding those society enforced leg garments, that the state of pantless is vastly superior.
