I say equip them all with an electric motor that runs at a decent clip.
Charge for the electricity use, and those who pedal more pay less (since they generate more electricity).
Have it tuned so a normal healthy fit person averages free. If you're some super pro biker they may pay you for extra electricity.

Also the pods need to be a bit larger to accommodate at least one large suitcase.
Something like this could be setup at a second or third story height throughout a city to make pedestrian traffic a little more efficient.

You could vastly improve the entire nations train system for less than that.
And why do they need to design for aerodynamics? The system is supposed to be a vacuum. If not then whats the point? Any train can run in normal air just fine without a tube.

They also touched on a massive issue that's a problem with the current train system. You have to drive an HOUR to get to the station. If that remains the case then it will fail.

We need a quality transit system with easy access like all the other developed countries. If I cant easily walk to it in 15 minutes or get a bus or other transit system to take me every 10-15 minutes it's not worth spending any money on. The only reason we want/need trains is to replace cars for medium length trips. I will not drive an hour and pay to use a train for a trip that takes 2 hours by car. And I'm not going to drive an hour and wait on a train for a trip halfway across america either...that's what planes are for.

We need "high speed" (~100-120MPH) rail for interstate trips between major cities and trips to neighboring states. This can be done with ordinary "cheap" rail. All the money on these magical fairy trains should be invested on building a great "normal" transit system first...since we have none.

The thing in the OP is worthless as a mode of transport, it's something you'd do for an afternoon activity, something a theme park might hang off an existing monorail system.
