I'd think it'd be better without being completely enclosed.
That looks like a lot of fun. Never work for transportation though. You'd have 100 pissed off people queued up behind one old fat lady puffing along looking for the Denny's siding.

What happens when the unit breaks and falls off the rails?
You can't pass anyone in front of you.
I guess the biggest benefit is that you will be protected from the weather. So, you can bike during winter storms, rain, etc.
