Would not drop it off at the police station, they will ask you a bazillion questions, want your info or write up a report. Nothing good will come from that.
Either return to an ATT, Verizon or TMobile store which they will simply ban the IMEI number so no one else can use it.
Depending on the model, it can be hacked and unlocked. Take out the sim card as someone might be trying to use one of those find my phone apps. You don't want cops at your door asking why you have this person's phone.

If you can unlock the phone, it would make a good wifi device at least. Sometimes trying to do the right thing, is bad.
At the lock screen down at the bottom left it will say Emergency. Press that. If it says Medical ID press that. There might be a number there of someone you can call.
