How about this:

?Clean it up, give it dinner.
?Call local shelters to see if anyone's reported it missing. Maybe even check Craigslist - or post a pic there. Hold back a detail or two about the dog you can use to confirm ownership from CL people.
?Bring it to nearest shelter to see if it has a chip (both of my dogs do - collars come off, chips don't). Getting a dog scanned is free and may very quickly get it back to it's owner.

There's a chance that it's just a stray, plain and simple. There's a much higher chance, being it approached you (and is apparently friendly), that it's someone's pet, and that person is probably pretty bummed out right now. I know I would be.

After exhausting these basic steps for trying to find it's owner, then consider keeping it. If it's not a good fit for you, then contact your local Humane Society or ASPCA where they'll make every effort to find the dog a new home, and will only use euthanize as a last resort.

Not racial ignorance, I have Philipino friends in Vallejo CA who have family members who they say eat dog. Maybe they're lying to me, maybe not.

Call animal control or take it to a no-kill shelter.

If you have ANY intention of keeping it, contact them first and make sure an owner hasn't already called, and/or take it to get checked out. Bringing a stray dog into your home is begging for some random illness, disease or parasite to be spread... especially if you have other dogs. If you DO want to keep it, you need to be careful because you don't know ANYTHING about this dog. If it doesn't have tags, you're best to assume that there is something wrong with it until you know there isn't. It doesn't take much for a seemingly kind and friendly dog to attack you.
