How about this:
?Clean it up, give it dinner.
?Call local shelters to see if anyone's reported it missing. Maybe even check Craigslist - or post a pic there. Hold back a detail or two about the dog you can use to confirm ownership from CL people.
?Bring it to nearest shelter to see if it has a chip (both of my dogs do - collars come off, chips don't). Getting a dog scanned is free and may very quickly get it back to it's owner.
There's a chance that it's just a stray, plain and simple. There's a much higher chance, being it approached you (and is apparently friendly), that it's someone's pet, and that person is probably pretty bummed out right now. I know I would be.
After exhausting these basic steps for trying to find it's owner, then consider keeping it. If it's not a good fit for you, then contact your local
Humane Society or
ASPCA where they'll make every effort to find the dog a new home, and will only use euthanize as a last resort.
