Not true in my experience. I've placed four orders for boxes from the USPS in the past year, never had to sign anything.
My mailman rang my doorbell just the other day with two cartons of boxes for me in hand.

you can get almost every 'priority' boxes and tapes.. for free..
i used to order alot, but now i am left with 100s of unused boxes..
oh ye, if you get caught using these boxes for something else, you might get fined..

I had a box I was going to ship back media mail, because that was the return label the website printed for me. I used the priority box it came in, the worker said to wrap it in brown paper and they'd take it. It can't even look like a priority mail box if you're using any other service, because it might accidently get sorted into the priority mail pile, getting there faster at a lower rate.You can certainly do that, but don't be surprised when they tell you to pay Priority Mail rates. They've seen every trick in the book - brown tape, black magic marker, brown paper wrapping, inside-out boxes, labels covering the box...
