The secret to getting this if you are in CA or VA or the other banned states is to put in your CORRECT zip code, but put in a 'mistaken' state (VT for VA, CT for CA), or just pick a nearby state (AZ for CA, for example).
Works everytime I tried it. (I'm in VA). Post office sorts by zip. If you've got a VA zip, but package says VT, the postal clerk figures it out.
UPS isn't always so astute. They once sent my VA-zipped package to VT first, but eventually the package made it to my house after the detour.
Also works if an online vendor is in you state, but you want to avoid paying state tax. But that's a whole other story....
