To be a partner, you have to have at least 2 MCPs on staff & pay $1450 US a year to be "certified". If you were a certified partner, then you wouldnt really even care about this stuff, because you get the MSDN Universal subscription and more.
In my case, I do have a legitimate business in consulting, but since its just me, and I don't have all that money to drop, I'm just a Registered partners. I've got the Action Pack (best spent $200 ever), got the xP promo deals (remember the lava lamp??), and have the SBS 2003 kit on the way. This will definitely help me to demo it to customers, plus I'd imagine the rebates I can offer will help the sale
