Neato's software, MediaFace II, is available for free download from their site -- as is a humungous file of 150dpi images. MediaFace II is having serious problems with crashing when images are used but Neato at least says they are working on the problem. You do need an applicator to put labels on the CDs, but the Neato applicator is a pretty flimsy piece of plastic. It works but I gave mine away. As a matter of fact when there was a deal where you could get the Neato/Fellowes pack for free from OfficeMax, I bought several and gave them all to people who didn't have an applicator. The CD Stomper applicator is substantial (that is to say solid) and is the one I use. The Memorex applicator is sort of Cracker Jack prize quality and the Neato is a little better, but the CD Stomper is the best. You should keep in mind that each company's software commits you to using that company's label stock -- everyone has a proprietary label layout to force you to buy their stock if you use their software.
