5.0 is ancient. 6.0 is the latest non-.NET flavor of VB, and is still used quite frequently.
You can download the .NET SDK freely from Microsoft. This will allow you to compile VB.NET, C#.NET, C++.NET programs into managed .NET executables. The .NET IDE, Visual Studio, must be purchased, however. This deal is for a free copy of the Visual Basic .NET compiler and IDE.
