This does NOT look like something for average joes. It's pretty clear to me that they want developers and other IT professionals to sign up. Also, they have a disclaimer about governmental employees only using it for evaluation purposes due to ethics rules.
I'd have to fake information on their registration form and then sit through almost an entire day of lectures and break-out sessions (the pin is given out at the end of the day). It doesn't sound worth it to me, but it sounds like a sweet deal if you're in the industry.
