Quake II is free. There are a few communities that still harbor a competitive atmosphere for the game, but the largest one is at
www.tastyspleen.net. This is a good place to meet tons of players that still play, as well as find servers to play on.
Edit- For the full game, you first need to download the demo (v3.14), then download the patch (v3.20) and upgrade it. I believe they are hosted through fileplanet, so you might have to make an account (it's free) in order to download it. The bare minimum link is an ftp site, so you don't need an account; just download the .rar file.
