Wow, only $80 for a $20 NIC. At that rate it would take $10K to build a single computer.

Having your money tied up for more than 10 weeks is not a deal. There's no guarantee that you will ever see the rebate.

Give him a break. CyberRebates is reliable with sending out rebates. Yes, you could invest the money in much wiser ways, but some people don't have the time, effort, or knowledge to do so and this is an easy way to eventually get a free NIC if they have some money lying around.

Having your money tied up like that is not worth it at all. You can find deals on NICs for about $5/each. I got my Linksys 10/100 v4 NICs for about that much. I suggest you look elsewhere. There's got to be something better than this out there.
