How so? What is different your state?
Michigan has something like that where a portion of your insurance goes into a general fund insurance for those piss poor drivers.
You have to meet certain government requirements to sell insurance in MA. One of them is that you HAVE to insure anybody who applies, regardless of how horrible a driver that person is or if they've been convicted of insurance fraud. Also, companies have no control of the rates they can use as the State governs that as well. As a result, we have one of the highest insurance rates in the country (because the good drivers pay for the bad drivers to be insured) and have little choice among the few insurance carriers that operate here. Companies like GMAC, GEICO, Progressive, etc. stay out of MA because the regulations are BS.
There's a 'grassroots' campaign to get the laws reformed, but I doubt it'll work as this has been tried several times before and squashed.
