1 -- Just a NFR restriction, other than that it's a Vista Business OS, yours to use in either 64 bit or 32 bit as you may desire.
Yes of course you can get the installation media anywhere you desire, install from the network, from a backup, alternate disc, whatever. The license is yours which is all that matters, and it can't be transferred so it is really "permanently" yours whether you like it or not, despite whether the disc gets eaten by the dog or thrown out by the wife in a pile of newspapers.
2 -- Yes you can back them up in practice as well as according to the licence terms. Actually all you really need IIRC are the files off the disc copied to a hard disc, then you can just install from running setup from the hard disc or network copy which makes the install go faster so it is often worthwhile doing. It may be necessary if your CD/DVD/SATA drivers are problematic, for instance.
3 - Oh probably you could get someone to help you given that you're fully licensed for the software. Actually the original disc is appropriate to replace for any of us now anyway since SP1 is out and it's quite appropriate to replace your install disc with one that includes the SP1 for easier / faster / more reliable reinstallations and repairs in the future.

If you wait about 3-4 weeks (to help ensure old versions aren't still being stocked) if you do order from there I'd guess you're likely to get the SP1 integrated version which is probably what you want anyway.
As for the 64 bit version, well, assuming your CPU can handle it, it's likely what you ought to run anyway, it's mostly quite compatible with applications and drivers aren't usually too bad to find for most newer hardware.

#1 what kind of license was involved with this... I did not have a backup copy, so can use someone's copy of vista business and my key to reinstall?
#2 If I do borrow a DVD, is it possible to make backup copies of these DVD's or do they hvae copy protection?
#3 If it gets tough to find a copy of Vista Business, can any of you provide a copy of your disk (assuming this wouldn't violate any EULA and I'd pay for your trouble)
