The paperwork rules have changed to supress the mail-order bride syndrom.
Also, the spouse to be will be interviewed by US embassy staffers to evaluate the relationship.
They are getting pretty trained to spot fraud citizenship attempts. Also, they will err on the side of No-Go if things to not seem valid.
Thats good news then... hopefully they didn't think this fully through with all possible responses(where first met, how they became involved, etc)... so when she goes through that interview process they'd deny it.
She will have to fill out the paperwork and provide documentaiton as to the relationship.

Good site to understand the process.
Places that advertise to do your paperwork for you can only smooth over some bumps for a high $$ fee.
Do not think that they can perform a miracle and pull strings.
If that paperworks gets cleared, then the local embasy in China would do the interview on the intended spouse.
