FTP server with IIS 5.0 on W2K Server

I'm trying to set up an FTP server like the title says.

I need to know how to set up a user account for the purpose of logging into the ftp server from outside of my domain (i.e. outside of my apartment).

Anyone with any experience or helpful hints or useful links would be GREATLY appreciated. Or, would I be better off going with serv-u or g6?
