Full load, Core i7 multuplier stays at 5x, core speed 663mhz

So I just built my Core i7 machine and have a bit of an issue. I'm not overclocking but would like my system to reach its potential under full load. When using prime95, my core speed instantly drops to 663mhz with a multiplier of 5x. In addition, system reports idle temps of 85 degrees Celsius upon initial boot (in bios). I'm using the stock hsf and have tried remounting it a few times.

EVGA 131-GT-E767-TR LGA 1366 Intel X58 SLI 3 SATA 6Gb/s USB 3.0 ATX Intel Motherboard
Core i7-950
G.SKILL 4GB (2 x 2GB) 240-Pin DDR3 SDRAM DDR3 1600 (PC3 12800)
Corsair 650w PSU

Intel Speedstep - off
Turbo - on
Multiplier set to 23x

Anything else I should look for? Not quite sure why the core speed/multiplier goes down instead of up...

OK so RealTemp shows insane temperatures under idle. Would the lower clock/multi due to the PC overheating when running prime95?

Are you sure it's 85C and not 85F? If it's 85C, your hsf isn't doing anything. You may be using too much thermal goop if that's the case...

Oh I'm sure it's celsius lol. RealTemp shows anywhere from 90-100degrees celsius when idle... When touching the hsf, it's warm but not hot. Are my sensors fubared? There is a thin layer of thermal paste on there from the stock hsf, not too much or too little.

I'll post a screenshot when I get out of class.

Are they still putting that protective square of plastic over the pre applied TIM on the stock HSF? You did take that off right?

Everything points to the CPU not making correct contact with the heatsink. It's getting hot and clocking down to prevent burning up.

Not anymore, no.

So it was due to temp. Running at a solid 3.2 ghz now with idle temps in the mid 30s. Cleaned off the CPU (such cheap thermal shit on these stock coolers) and reseated it nice and snug.

I ordered a coolermaster 212 anyways because this stock pos scares me.
