Update, I just got an email from him:

Hello,

Thanks for the email.

No, I did not get the amount. First, I couldn't verify the transaction
on the WU website. Please give me the info again. And, second, I
couldn't because it's Saturday and they don't work weekends here. I have to
wait until Monday to be able to verify it at the WU place.

Anyway, please give me the info again, so I can see if that was
correct.

As everybody has been saying this is a big scam. I remember reading somewhere that a similiar scam was going on a auction site for a plasma tv and/or laptop. I think it was yourbid or something like that. A buch of people lost a ton of money.

I am very sorry I have not got back to you sooner. I have had a very
serious problem. I went to the Western Union office to send my money to
you, but they told me that the cost is almost $100 to send this to
Romania!!! I don't have enough money to cover that extremely high fee even
though you have said you will pay half.

The only solution I can think of is to ask you a very large favor. I know
you have been very gracious so far, so I am hoping that you will continue to
be so kind and helpful. I am asking if it is possible for you to forward me
some money ($50) so that I can afford to send this payment out to
you...otherwise it is simply impossible for me to get this to you so
quickly! If you could send me a few dollars with PayPal then I can use my
debit card to send this money from Western Union.

If he has PayPal, can't you email them and get his information that way? Or can everything be done online, no address needed?

I don't think that will work as well Kenazo... I thought he mentioned just take the transaction fee from the amount that you going to wire him.. i.e. instead wiring $1500 + fee $100 you will be wiring $1450 + fee $100.. correct me if I am wrong..
