funny problem with volume settings

Hi I am after an answer for a friend of mine.

He is running Win98SE and whenever a wave is played (includes mp3's) when the sound ends the volume for waves defaults to min. So everytime he wants to play a sound or a song he has to put the volume back up.

Any ideas?

Is this with a specific piece of software or ANY time a wav is played (eg during games too?).

He says it's anytime windows plays a wave. But this includes mp3.
He has tried both Winamp and Real Jukebox with the mp3's.
Otherwise it's everytime windows goes beep or bing etc.
