I finally figured it out! It looks like the CPU doesnt have enough power to maintain a 3GHz speed on all cores at once. So I went into msconfig and changed the amount of cores to 3, now in all games my CPU speed is at a constant 3GHz and never dips .

EDIT: Looks like I was wrong, the CPU speed stays at 3.48GHz in games with 100% usage right off of a fresh reboot, then goes back to its throttly state, with the speed dipping to 2.19GHz and the usage spiking to 100% every now and then.

Ok, so running off of only 2 cores wasnt ideal for performance, so I decided to try downgrading the bios and drivers to stock. And when I did that, even though the speed was the same as the new bios and drivers, the performance was so much smoother. Battlefield 1 went from 16 fps avg in Team Deathmatch, so about 25-30 fps average on High graphics at 1080p just by downgrading the BIOS and drivers to stock. But the problem is that now I cant upgrade the drivers from stock so I'm stuck with the Crimson 16.6 drivers (21.19.128.4) that came with the laptop. So I'm wondering if anyone has an Idea of what I can do next (or if I can do anything at all) to maximize the cpu speed, because its still downclocking.

Going to try opening up my laptop and applying Arctic MX-4 to both my CPU and GPU and see if it makes a difference in temps + performance.

Hi, sorry for a very late answer.

I am using an ASUS X550IU which also has the odd FX-9830P + RX 460 combo.

I have just recently applied new thermal paste to the APU, and my CPU in windows is pending between 3492 mhz and 3792mhz. Also the temps are in the 50-range when testing a session of Cinebench R15. If possible, go for new thermal paste.

There is another way to change settings in BIOS though, using a modded bios. This is very dangerous though, as some settings in the BIOS are not to be messed with (trust me, I am on my 2nd motherboard after I accidently bricked my first MB unstable in the bios). 200$ gone...

If you uncheck the CPB-setting your CPU will only reach 3ghz, but will be a lot cooler and also more stable. And no annoying fan sound.

No, you'll be fine, it just disables Turbo.

If you follow the instructions properly then it won't, but if it does, then you can purchase a CH341a programmer + test clip off of eBay and flash the BIOS Chip back to stock with another computer. Costs about $16 on Amazon.

Yes. I don't like doing a normal BIOS update, let alone a modded one. I've never had trouble with a BIOS update, but I wouldn't trust a modded BIOS with anything I cared too much about.
