IIRC, NV's CFO said as early as July. So now maybe both ATI and NV will release at the end of '06, as planned/rumored, tho I wouldn't be surprised if we see both arrive with Vista in 1Q07 (a year after X1900/7900).

I bet the majority of 1st gen DX10 cards will be used in WinXP machines where they will be limited to DX9 anyways.

Unless there is a DirectX 10 SDK for WindowsXP. I can't imagine Windows limiting DX10 to Vista. That would prevent most if not all game developers (other than MS) from using it.
