It depends whether garbage collection is organised by the town, or whether it is a private collection for a business.

I live in the center of town, and there are several restaurants in the same building as my apartment. We used to have trouble with them having their glass bottles collected at 5 am, as this was the time they requested. It turns out that their lease specifies that garbage collection and other deliveries cannot take place except between 8 am and 7 pm, and this was enforced by zoning restrictions of having commercial and residential in the same building.

We simply bitched to the town, and they basically told the restaurants that they were in breach of their zoning restrictions, and the collections were moved to 9 am the same week.

no, the price i pay is my taxes or association fees.
i'm going to complain. just found the state "noise control statute" and it is definitely in violation.

windows shut does nothing for a truck with motorized mechanical arms lifting a huge metal container off the floor, dumping everything in its bed and slamming it back on the floor.

You'll find that municipal services are exempt.

Listen to a radio while you sleep, it will raise the bar for the volume required to wake you up. If I listen to a radio loud enough, I won't even wake up to my alarm clock....

Oh yes. The street sweeper started up a routine of running through the neighborhood every week or two at 5AM here, which he kept up for a few months. Somehow I doubt he was ever rotated to doing the mayor's neighborhood at 5AM.

Our street sweeper comes by from 1am-2am. Luckily, I am awake 90% of the time and not even ready to sleep yet. Still annoying though since I have windows open and the volume down.

Maybe stop living near trash pick up and/or garbage dump? Whose choice was it to move into an area before actual researching noise ordinances?
