Same here, the two big cities in Oklahoma, Tulsa and Oklahoma city have seen a drop in price to the point they are lowest in the Country right now but they are still holding the price around the $2 mark in the rest of the state.

There was a Republican on C-SPAN lastnight pulling the ole "price per barrel" twist by using items such as tea and ice cream. Ice cream costs $900'something per barrel, while oil is $52.80 (numbers used during the programming of this video).

I wonder how much he was being paid by Exxon?

House Seeks More Oil Royalties; Kills Tax Breaks

"WASHINGTON (Reuters) - The new Democratic-led House of Representatives passed legislation on Thursday aimed at "Big Oil" that would roll back some industry tax breaks and force energy companies to pay more drilling royalties, valued at $14 billion over 10 years.

Passage of the bill by a vote of 264-163 capped House Speaker Nancy Pelosi (news, bio, voting record)'s 100-hour agenda, which included measures to raise the minimum wage, lower student loan interest rates and bolster homeland security.

The $14 billion raised from the additional royalties and repealed tax breaks would fund research for renewable energy sources. The measure must be approved by the Senate and the president before it becomes law.

It is unclear if President George W. Bush would sign the measure. He supports repealing some of the tax breaks but opposes renegotiating royalty contracts.

Going after major integrated U.S. oil firms like Exxon Mobil Corp., Chevron Corp. and ConocoPhillips has been a top priority for the House Democratic leadership, which says the companies' record profits have come at the expense of U.S. motorists paying high gasoline prices.

"The oil and gas industry is extraordinarily well established and well off," said House Democratic leader Steny Hoyer. "It does not need the American taxpayer's help to be successful or to make a dollar."

'WIN FOR OPEC'
Republican opponents said the bill would raise U.S. energy costs, and Republican Rep. Roy Blunt (news, bio, voting record) of Missouri called it "a win for OPEC," referring to the group of oil-exporting nations that produces over a third of the world's oil.

About half the bill's savings comes from eliminating a lower tax rate on oil companies, which will bring in about $6.5 billion from 2007 to 2016, according to a congressional estimate. The lower tax rate had been given to all U.S. manufacturers in 2004, including oil companies.

The rest of the money would come from a "conservation fee" on oil and gas production that the bill would impose on energy companies that refused to renegotiate faulty leases signed in 1998 and 1999. That would raise about $7.6 billion.

Republicans and U.S. oil and gas industry groups said such measures would hurt U.S. consumers by making it more expensive to find and produce domestic supplies.

"In reality, the only people it punishes is the American people," said Rep. Dennis Hastert, Illinois Republican and former House speaker.

Rep. Mike Rogers, Michigan Republican, said the bill would require U.S. consumers to import more oil from U.S. nations like Iran and Venezuela, which are both OPEC members and foes of U.S. policy.

"If you care about our children, stop sending the money to (Iranian President Mahmoud) Ahmadinejad and (Venezuelan President Hugo) Chavez," Rogers said.

Bush has said big oil companies do not need government help amid historically high oil prices, but opposed forcing energy companies to renegotiate faulty drilling contracts, which as written would allow energy companies to avoid paying about $10 billion in royalties.

Good time to load up on oil stocks when there is blood in the streets. I doubt oil will fall much more Im sure we are near the bottom. Buy some USO for a oil price play and VLO for gasoline and oil play both are showing some bottoming action.

Kevin Lindemer, head of Global Insight's energy group, said that historically, gasoline prices tend to drop 2-2.5 cents for every $1 that crude oil drops in the energy markets. With crude oil prices down $10 now from its December levels, U.S. drivers are likely to see pump prices fall about 10 cents further.

That's an average of all U.S. gasoline prices; many regions are already seeing pump prices well under $2 a gallon, while others are still around $3.

Only three states, as of Friday, saw an average price under $2: Michigan, Missouri and Oklahoma. What makes these states special is lower taxes, Sundstrom said, as well as proximity to pipelines and barge routes, which make distribution costs lower. The states that generally see the highest gas prices are California, Hawaii, Oregon and Washington.

Price gouging as told by one town

1-22-2007Gas prices down, but not in Mokena

While gasoline prices hover near the $2 per gallon mark throughout the Chicago area, Mokena residents have been left wondering why gas stations in their town haven't caught on yet.

In nearby Joliet, several gas stations recorded prices of $1.97 or $1.99 per gallon late last week, according to www.gasprices.com. And in neighboring New Lenox, prices were as low as $2.09.

But in Mokena, four stations on LaGrange Road all were selling regular fuel for $2.29 per gallon.

It's an issue that's been bugging Trustee Don Labriola for quite awhile. He can't understand why Mokena's gas prices consistently have been higher than neighboring towns.

"The government should look into the profits the oil companies are making on the backs of hardworking Americans. If they weren't making a profit, I wouldn't have a problem," he said. "There needs to be some accountability."

According to Dave Sykuta, executive director of the Illinois Petroleum Council, gas prices vary widely because of local taxes and location.

On top of federal, state and county taxes, local home rule municipalities can add their own tax. Illinois is the only state that allows local taxes on gas.

By referendum, Mokena has added a one-half percent sales tax to pay for road improvements.

"I can't tell you why stations in Mokena are doing that. If it were me, I'd avoid Mokena," Sykuta said. "If the stations are still in business, they must be selling a lot of lattes, and that's their decision."
