GbE slower than 100megabit

I have a An AM2 on a Foxconn A74MK-X motherboard which has a Realtek RTL8169/8110 NIC in it. When I have it plugged into my 100Mb switch or set it to connect to my gigabit switch at 100mbps I get about 9MB/s transfers. When I connect it to my gigabit switch at gigabit speed I get about 400K/s transfers. All the activity lights on the switch flash on and off at the same time as well. It has worked before at gigabit speeds with this switch but I reinstalled WHS and can't figure out what's going on. Any ideas where I should look for the problem? I have jumbo frames off also.

To get Giga transfer all the computers with Giga cards have to be plugged directly into a Giga switch.

If I read this correctly, it sounds like a problem -- if all the lights are flashing on the switch all the time, something's wrong.

A network loop or some other sort of failure could cause this. Check that you don't have any loops in your network wiring. Reboot the switch, and disconnect parts for further diagnosis. If the problem doesn't go away, the switch may be defective.

If after disconnection every thing from the switch and rebooting, the switch calms down.

Connect first only two computers (and nothing else) that have a vaild Giga switch to two regular ports, AnD take it from there.

Your cable(s) could be hosed up too. If you made them yourself, I'd give it a 99.999% chance.

Look up the EIA/TIA 568 termination pair maps. If you didn't do it like that, you screwed up (meaning you almost certainly have a split pair on pins 3&6).
