Don't buy a 6950 as it's an old card. If going used, best value is going to be HD7950/7970/7970Ghz -- the latter of which will beat 750Ti/950/960 pretty badly. Then the next level up would be a used R9 290.

If you are buying new, with an i3, you'd want a 950/960, with an i5/i7 a 290X/390 or a 970, skip the 980 (unless EVGA B-stock) and go straight for a 980Ti.

Just look at the data of how the cards stack up and see what you are willing to spend, if your CPU isn't bottlenecking the level of card you want to afford. Plus, always consider how much extra GPU horsepower you actually need (you can review specific gaming benchmarks for the games you play/interested in playing). For instance, it wouldn't make sense to purchase a 980Ti for Trine 3 but you wouldn't want to play GTA V/The Witcher 3, Star Wars Battlefront with a 750Ti if you can afford a 950/960/used 280X/7970Ghz.

That's what I'm worried about. I have a g3258 and want the best card without bottlenecking. But if the best card is too pricey, I'll head down the list until I find one that is right

Cost less than most 950/960 cards. You can start putting $10-20 a month towards a new i5 CPU drop-in over time

I disagree. All I can say is don't be scared, homie. I buy used all the time and they all ran fine. The key is to buy from forum members because they're usually honest about what you're getting.

Plus, a 7950/7970 is a more capable card than a GTX 960. An overclocked 7970 inches near GTX 780 performance for a fraction of the price. I would pick a used 7970 over a new GTX 960 all day long.

The GPU market is recreational and rather irrational, so I feel like silly arguing value, or mathematical ways to determine value or a return on investment. I just would feel bad paying any amount for hardware that will be viable for 12 months, and taking all those risks on old hardware like risk of fake bids and price hiking, risk of approaching MTTF, risk of getting a mining GPU.
It is a good idea to not want to spend too much (anything at all) this late in the 28 nm cycle, and maybe used is the way to go here.

The 750 Ti was a memorable card, because it abruptly invalidated all claim that AMD held to the low-budget market, leaving only people who basically steal their electricity and use GFX to heat their room as potential customers. But that was early to mid 2014. I don't expect to have a great experience rocking G3258 + 750ti with GTA5, Shadow of Mordor or the new Fallout or any of the PS4 console ports, but it still makes sense as a casual, silent and power efficient machine, putting in a 200W monstrosity coupled with a 650W PSU would certainly undo that, and you still will be CPU limited in those specific games just because the dual core pentium stuggles to run games written for 4 and 6 threads.

This sort of hyperbole hurts more than it helps here, and only serves to derail discussions. Please avoid it.

Well if you have the $300-$400 for an i7 and $500-$1,000 for a GTX 980 or Titan, I'd be happy to take those off your hands for you. That's the point of a BUDGET build. I'm not looking for a 4k, 3 monitor, huge monster of a pc. Like I've iterated before, even if it's just slightly above a ps4, I'll be happy for now. Trying to play on my laptop with a 6770M just isn't happening with these new games. And at the rate in going now, once I'm done with my build, the entire system will be cheaper than a console and TV combo. Probably even just the console itself. I'll be content playing on medium after having to bottom out all the new games on my laptop to have them barely run. So going brand new, top of the line right now isn't in the question for me.

Oh, come on. Your console machine if you have it in standby mode or cable box or dvr uses more electricity in its lifetime (or even say 3 years of gpu's lifetime) than those evil space heater gpu and cpus.

On topic, the 750ti was mostly overpriced from the get-go. It did ok because it fit the low power/cheap upgrade market for older systems and because off the card mining market affecting prices. The biggest innovation Nvidia has made in the last two years is to get everyone to accept paying $50-100 more per graphics performance level.

Well I just got a Radeon HD 7950 for $115. We'll see how this pans out. I'll be sure to keep updating if anyone is interested. Thanks for all the help, suggestions and input.
