As usual you dolt, you're missing the point. By making someone "man of the year" or "woman of the year", they are not favoring that person or making a judgement as to whether the person is "good" or not. They are simply saying that person had an impact, and was in the news quite a bit. They evan had Hitler as man of the year, which should tell you that being 'man of the year' is clearly not meant to be an endorsement....
I personally don't really see how Bush was more pervasive in the news or made more of an impact than many other people, I could think of quite a few people that fit the bill better.
