Are you saying that giving minorities food stamps and welfare is racist? It is not like there are a ton of high-paying jobs out there to give them. If you are suggesting a massive jobs programs initiated by the federal government to employ all of the unemployed minorities who are willing to work, then I am not necessarily opposed. In fact, many Democrats may support such thing. I sincerely doubt many Republicans would get behind such an initiative.

Country population : 318.8M (2014)
White alone, not Hispanic or Latino, percent, 2014 62.1% = 198M
10% of 198M = 19.8M below poverty line
Black only 2014 13.2% = 42.1M
27% of 42.1M = 11.37M below poverty line

Ratio of 11.37M : 19.8M

or .57 blacks to 1 white under the poverty line.

25.7% of food stamps go to blacks

For there to be no bias in the system, one would expect the ratio of food stamps going to blacks vs whites to be roughly the same as the ratio of blacks under the poverty line to whites under the poverty line.

Ratio of 25.7:40.2 (food stamps to blacks vs whites)

This comes to .6425 blacks to 1 white getting food stamps. This is a much higher ratio than the ratio of blacks under the poverty line vs whites under the poverty line (0.57:1).

So yep, you're right. A black person under the poverty line appears to be receiving 12% more food stamps than a white person under the poverty line.
