So i had a windows related problem (long story...) and decided to open up my PC. I reapplied thermal paste to the northbridge and CPU as well as tried an oc with SLI and no SLI. No luck. I can get the computer to post at 2.79 GHz and that's it. So it looks like it's the board. I'm not complaining though. It's serving me well; albeit not as a good overclocker fro a quad. I'm just running everything at stock (except the video cards) and when those beautiful DFI x38-T2R boards come sub 200 dollars I'm getting one of those and I'll probably turn this board into a media server or media PC. Yes, i did try the FSB VTT although it's called something else on this board. Sadly it can only be bumped to sub 2 volts which may or may not be the quad OC problem but i'm no longer giving this board anymore of my time. TOO MUCH to do.
